Regarding worshippers influencing the decisions of their Gods, I think it solely depends on what the being was before ascending to godhood. Rake rejects worshippers, Shadowthrone and Cotillion merely use their worshippers. Likewise with Hood. Other gods stay true to their aspect, but nowhere apart from Krul do we see mercy. In summary: Humans have little if no influence. Gods seek power and seem to wade in the blood of their worshippers to get to it.
